Azerbaijani parliament adopts bill on rights of ex-presidents

The Azerbaijani parliament on Tuesday adopted a bill on the rights of former presidents and their family members.

The bill allows the country's former presidents to gain half of the current president's pay, which approximates 10,000 U.S. dollars per month, according to the parliament.

Under the bill, an ex-president is not held responsible for criminal or civil offenses for acts committed before election or during office.

The bill also says that a former president and his or her spouse cannot be arrested, interrogated or put on the wanted list without agreement of the country's prosecutor general. However, they could be arrested at the scene of crime.

The first president of the country was Ayaz Mutalibov, who was overthrown in May 1992 and replaced by Abulfaz Elchibey. Elchibey was then replaced by Heydar Aliyev, the Soviet-era chief of Azerbaijan.

After Aliyev's death in 2003, his son and prime minister Ilham Aliyev was elected president and was re-elected in 2008.
